It seems to me that the question of speed is so important that in order to bring the different parts of the Empire into communication, and in order to give the British Government a suflicient command of swift steamers, we oughtto look into the question, for instance, of increasing the speed of our communication with South Africa. It is practically, at the quickest sailing, 15 or 16 days now, it used to be 21 days; and we could all see during the war that the ships that were used took about four weeks to go to Natal, and so on._ It isvery important in these matters to have great speed, and.
